Formula, assumptions, limits
China MSA’s ship fuel-consumption data collection system has been active since 2019 (Notice No. 28). Ships subject include all Chinese-flag ships ≥ 400 GT plus foreign-flag ships calling at Chinese ports when ≥ 5,000 GT. Reports are collected by local MSA offices and aggregated centrally.
