Cargo Record Book

A3. Marine environmental legislation: MARPOL and its annexes

Definition

Required under MARPOL Annex II for NLS tankers.

The Cargo Record Book is the mandatory log for noxious liquid substance tankers under MARPOL Annex II Regulation 15. It records every cargo, ballast, tank washing, and residue operation involving Category X, Y, or Z substances, so that prewash, stripping, and discharge to a reception facility can be verified. Entries are signed by the officer in charge and the master, kept for three years, and inspected by port State control. The Annex II operations themselves follow the ship-specific Procedures and Arrangements Manual approved under MEPC.18(22), which sets the prewash and stripping standards the book documents.
