A TIR carnet is the international customs transit document used under the TIR Convention 1975 that lets road haulage cross multiple countries under one continuous guarantee without intermediate duty payment or full inspection at each border. The carnet, issued by a national guaranteeing association affiliated to the IRU and underwritten by an international guarantee chain, describes the goods, vehicle, and route, and is presented at each customs office of departure, transit, and destination. The system relies on secure, customs-sealed vehicles or containers and an approved guarantee, currently set at EUR 100,000 per carnet. Discharge of the carnet, its acquittal, ends the operator’s liability.
