A Concentrated Inspection Campaign (CIC) is a time-limited port State control exercise focused on one regulatory topic, run by a regional MoU usually over three months. During a CIC, PSC officers complete a standard questionnaire on the chosen area, for example crew familiarity with emergency systems, MARPOL Annex VI compliance, or fire safety, in addition to the normal inspection. The Paris and Tokyo MoUs frequently coordinate the same CIC topic and timing. Results are aggregated into a published report that shapes future targeting. Serious deficiencies found during a CIC are actioned like any other, up to and including detention.
