Required under MARPOL Annex VI Regulation 27.
The IMO Data Collection System (DCS) requires every ship of 5,000 GT and above on international voyages to report annual fuel oil consumption, distance traveled, and hours under way to its flag State. It was added as MARPOL Annex VI Regulation 22A by MEPC.278(70), in force from 1 March 2018, with the first reporting year being 2019. Flag States verify the data and issue a Statement of Compliance, and the figures are aggregated in the IMO Ship Fuel Oil Consumption Database. The DCS data feeds the operational reporting under Regulation 27 that underpins the CII rating from 2023.
