The DPA, the shore-based individual the ISM Code requires every company to appoint as the direct link between ship and top management, with authority to monitor safety and pollution-prevention and to mobilize support. The DPA has direct access to the highest level of management, so a master’s safety concern cannot be buried in the chain of command. The role is a structural safeguard of the master’s overriding authority.
