Definition

Inclusion of maritime emissions in the EU Emissions Trading System from 2024.

The EU Emissions Trading System extended to maritime transport on 1 January 2024 under the revised Directive 2003/87/EC, requiring shipping companies to surrender allowances for the CO2 they emit on voyages to, from, and within the EEA. The obligation phases in: 40 percent of verified 2024 emissions, 70 percent for 2025, and 100 percent from 2026, and methane and nitrous oxide join from 2026. It is built on the EU MRV monitoring framework, with the shipping company, not always the registered owner, as the responsible entity.
