E3. Technology, digitalization and smart shippingDefinition
IMO modernization including recognition of new mobile satellite services.
The IMO package of SOLAS Chapter IV amendments revising the GMDSS to reflect new technology and recognized mobile-satellite services. Iridium was recognized as a GMDSS satellite provider through IMO Resolution MSC.451(99) in 2018, with service starting in 2020 alongside Inmarsat, ending the latter’s monopoly. The wider modernization, developed by the NCSR sub-committee, updates carriage requirements, recognizes additional services, and integrates newer maritime safety information delivery such as SafetyNET II. Revised SOLAS Chapter IV amendments under this program entered force on 1 January 2024.
