Inventory of Hazardous Materials under the Hong Kong Convention.
The Green Passport is the original IMO name for the Inventory of Hazardous Materials (IHM) carried under the Hong Kong International Convention for the Safe and Environmentally Sound Recycling of Ships, 2009, which entered into force on 26 June 2025. It documents hazardous materials in the ship’s structure and equipment so they can be managed safely at end-of-life recycling. The IHM is maintained throughout the operating life and verified at the final survey before recycling. The EU Ship Recycling Regulation (1257/2013) imposes a parallel IHM requirement on EU-flag ships and ships calling at EU ports. This is a recycling instrument, not a MARPOL annex.
