HELCOM, the Helsinki Commission, governs the 1992 Convention on the Protection of the Marine Environment of the Baltic Sea Area among the nine Baltic coastal states and the EU. Facing one of the world’s most eutrophied and oxygen-starved seas, its Baltic Sea Action Plan sets nutrient-reduction targets to shrink the recurring dead zones, alongside measures on hazardous substances, biodiversity, and shipping. It is a model regional-seas body.
