High Risk Ship (HRS)

A7. Compliance, certification and enforcement

Definition

Risk profile under Paris MoU NIR.

A High Risk Ship (HRS) is the top risk category in the Paris MoU ship risk profile under the New Inspection Regime, attracting the shortest inspection interval and the most thorough inspection. The profile combines ship type, age, flag performance, recognized organization performance, company performance, and the 36-month history of deficiencies and detentions. The profile is recalculated daily, so the inspection results of other ships in the same ISM company can move a ship’s risk standing. High Risk Ships are subject to an expanded inspection and are inspected roughly every five to six months, against ten to twelve months for standard risk and twenty-four to thirty-six for low risk.
