Sub-Committee on Human Element, Training and Watchkeeping.
The Sub-Committee on Human Element, Training and Watchkeeping (HTW) is the IMO body responsible for the STCW Convention and Code, the STCW-F Convention for fishing-vessel personnel, the human-element work program, and seafarer training, certification, and watchkeeping standards. It reports to the MSC and, on human-element matters, to the MEPC. HTW first met in 2014, taking over the work of the former STW Sub-Committee under the 2013 restructuring. It also handles fatigue guidance and model training courses, but adopts no instruments itself; amendments go to the parent committees.
