ILO MLC Security

E1. Maritime security, geopolitics and risk

Definition

Crew welfare obligations during piracy and detention.

The crew-welfare protections of the Maritime Labour Convention, 2006, applied to security incidents such as piracy, hostage-taking, and detention. MLC Standard A2.1 keeps a seafarer’s employment agreement in force during captivity, and the 2018 amendments (in force 26 December 2020) require continued payment of wages and entitlements while a seafarer is held captive as a result of piracy or armed robbery, until release, repatriation, or proven death. It complements, not replaces, K&R cover.
