PSC regime for the Indian Ocean region.
The Indian Ocean MoU (IOMOU) is the regional port State control agreement covering the Indian Ocean rim, established in 1998 to harmonize inspection of foreign ships at member ports across South Asia, East Africa, and parts of the Middle East. It is one of nine IMO-recognized regional PSC MoUs. Member maritime administrations share inspection and detention results so that targeting reflects a ship’s regional history, and they coordinate Concentrated Inspection Campaigns with other MoUs. The objective is to remove substandard ships from regional trades and improve compliance with the IMO and ILO conventions, marine environment protection, and seafarer working conditions.
