Definition

First survey before issuance of a certificate under SOLAS I/7-10.

An initial survey is the first complete survey of a ship before a statutory certificate is issued, verifying that structure, machinery, equipment, and arrangements fully meet the applicable SOLAS requirements. Under the Harmonized System of Survey and Certification (resolution A.1156(32) and the regulations of SOLAS Chapter I, regulations 7 to 10), the initial survey precedes issuance of the passenger ship, cargo ship construction, equipment, and radio certificates. It is more thorough than later annual, intermediate, periodical, or renewal surveys, including inspection and testing to confirm compliance as built. A recognized organization typically conducts it for the flag Administration.
