Generic term covering conventions, protocols, codes, and resolutions adopted under IMO.
Instrument is the generic IMO term for any of the texts the Organization adopts: conventions, protocols, codes, guidelines, and resolutions. The word lets the IMO refer collectively to its output regardless of legal force, since instruments range from binding treaties such as SOLAS to recommendatory guidelines. The III Code, the audit standard for IMSAS, is built around the duties states owe under the mandatory IMO instruments to which they are party. Using one term keeps drafting consistent across the treaty hierarchy from convention down to circular.
