International Convention on Load Lines, 1966, as amended by the 1988 Protocol.
The International Convention on Load Lines, 1966, sets the minimum freeboard a ship must maintain to ensure adequate reserve buoyancy and weathertight and watertight integrity. It entered into force on 21 July 1968 and assigns seasonal and zonal load-line marks (the Plimsoll mark) that limit how deeply a ship may load by season and trading area. The 1988 Protocol brought it into the Harmonized System of Survey and Certification.
