Mediterranean MoU
A7. Compliance, certification and enforcementDefinition
PSC regime for the Mediterranean.
The Mediterranean MoU is the regional port State control agreement for the Mediterranean basin, established in 1997 to harmonize inspection of foreign ships at member ports. It is one of nine IMO-recognized regional PSC MoUs. Member maritime administrations share inspection and detention data and coordinate targeting and Concentrated Inspection Campaigns with neighboring regimes, including the Paris MoU, several of whose members also border the Mediterranean. The aim is to detect and remove substandard ships from regional trades and to support compliance with the IMO and ILO conventions, marine environment protection, and seafarer welfare.
