Member State Audit refers to the IMO Member State Audit Scheme (IMSAS), the mandatory scheme under which the IMO audits each member State against its obligations as a flag, coastal, and port State. The scheme became mandatory on 1 January 2016 and audits each contracting government once every seven years. The audit criterion is the III Code (resolution A.1070(28)), and the instruments covered include SOLAS, MARPOL, STCW, Load Lines, Tonnage, and COLREG with their relevant protocols. The audit checks the extent to which a State gives full and complete effect to these instruments and identifies areas for improvement.
