Granted to intergovernmental organizations under agreements of cooperation.
Observer status at the IMO is granted to intergovernmental organizations under agreements of cooperation concluded with the Organization, distinct from the consultative status held by non-governmental bodies. Holders such as the European Union, regional fisheries and seas bodies, and other UN agencies may attend meetings and contribute on matters within their competence. The IMO maintains cooperation agreements with bodies across the UN system to coordinate overlapping mandates, for example with the ILO on the MLC and seafarer matters. Observers hold no vote; decisions rest with member states.
