Oil Companies International Marine Forum, owner of SIRE.
The Oil Companies International Marine Forum (OCIMF) is a voluntary association of oil companies focused on preventing harm to people and the environment in the marine transport of oil, gas, and petrochemicals. It owns and runs the Ship Inspection Report Programme (SIRE), the tanker-vetting database used by charterers, and publishes the Tanker Management and Self Assessment (TMSA) framework and the Mooring Equipment Guidelines. In September 2024 OCIMF transitioned tanker inspections from the VIQ7 questionnaire to the digital SIRE 2.0 regime. OCIMF sets cargo-side best practice; it has no regulatory authority, but its vetting standards strongly influence which ships secure charters.
