A3. Marine environmental legislation: MARPOL and its annexes

Definition

Oil Discharge Monitoring and Control System under MARPOL Annex I.

The Oil Discharge Monitoring and Control System (ODMCS) is the equipment that monitors and controls the overboard discharge of oily mixtures from cargo and slop tanks on oil tankers, required by MARPOL Annex I Regulation 31. It continuously measures oil content in ppm and instantaneous discharge rate in liters per nautical mile, records them, and stops discharge automatically when Regulation 34 limits are exceeded, for example the 30 liters per nautical mile instantaneous rate or the 1/30,000 part-of-cargo total. The system follows the approval guidelines in MEPC.108(49) as amended. It is distinct from the 15 ppm bilge alarm used in machinery spaces.
