Reference Year
D4. Fisheries, aquaculture, blue economy and marine resourcesDefinition
Baseline period used in management calculations.
A reference year is a fixed baseline period against which fisheries quotas, effort caps, or relative status indicators are calculated. EU fishing-opportunity allocations and historical-catch shares anchor on reference years to set each member state’s stable relative stability key, and recovery targets often express biomass as a fraction of a reference-year level. Choosing the year matters: a baseline drawn during a depleted period understates the unfished potential, the shifting-baseline problem. Reference years differ from biological reference points: the former is a calendar anchor for allocation, the latter is a biomass or mortality benchmark for sustainability.
