Required under MLC Regulation 1.4.
A Seafarer Recruitment and Placement Service (SRPS) certificate confirms that a manning agency operates in conformity with MLC 2006 Regulation 1.4 and the associated Code. The Convention requires private recruitment and placement services in a member’s territory to operate under a standardized system of licensing, certification, or other regulation, granted only after the competent authority verifies compliance with national law. The rules bar fees charged to seafarers for finding work, require the service to keep registers and verify that engaged seafarers are qualified, and oblige flag States to ensure shipowners use only compliant services. Certification is issued by the national authority, not the flag State of any single ship.
