Ship Inspection Report Programme, OCIMF, transitioned from VIQ7 to a behavior-based program in 2024.
SIRE 2.0 is the OCIMF Ship Inspection Report Programme’s tanker-vetting regime, which replaced the fixed VIQ7 questionnaire when it went fully live in 2024. It is risk- and behaviour-based: a tablet-based inspection draws a vessel-specific set of questions from a library, scores hardware, process, and human factors, and feeds the report to the oil-major charterers who use SIRE to decide whether to accept a tanker. The shift from a static checklist to a dynamic, observation-led inspection is the largest change to tanker vetting in two decades.
