Statement of Compliance (DCS/IEE)

This term covers two related MARPOL Annex VI documents. The DCS Statement of Compliance is issued under regulation 22A, the IMO Data Collection System, after a verifier confirms a ship of 5,000 GT and above has reported its annual fuel oil consumption and related data; the format follows Appendix X of resolution MEPC.278(70), and the first SoC had to be onboard by 31 May 2020. The International Energy Efficiency (IEE) Certificate is the separate Annex VI certificate confirming a ship meets the attained EEDI or EEXI requirement and carries an approved SEEMP. Both attach to the air-pollution prevention regime, but each documents a distinct obligation.
