International Convention on Standards of Training, Certification and Watchkeeping for Seafarers.
The International Convention on Standards of Training, Certification and Watchkeeping for Seafarers, 1978, set the first globally agreed minimum standards for seafarer qualification. It entered into force on 28 April 1984 and was comprehensively revised by the 1995 amendments, which added the mandatory STCW Code, and again by the 2010 Manila amendments, which updated competence standards, rest hours, and security training.
