Recommended guidance.
Part B of the STCW Code is the recommended guidance that accompanies the mandatory standards in Part A. The STCW Convention is the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers, 1978, in force from 28 April 1984; the STCW Code was added by the 1995 amendments and substantially revised by the 2010 Manila amendments. Part A holds the mandatory competence tables and watchkeeping standards; Part B offers non-mandatory advice on how to give effect to Part A, such as guidance on fatigue, fitness for duty, and assessment methods. Administrations are urged to apply Part B but are not bound by it.
