TMSA Element

TMSA elements are the thirteen management areas in the OCIMF Tanker Management and Self Assessment framework, against which a tanker operator scores its safety management system. In TMSA3, issued in 2017, the elements run from Element 1 Management, Leadership and Accountability through areas such as recruitment, vessel operations, navigation, cargo and ballast operations, management of change, incident investigation, and Element 10 Environmental and Energy Management, with Element 13 Maritime Security added in the third edition. Each element sets a minimum standard at level 1 and three higher levels with key performance indicators. Charterers review TMSA scores alongside SIRE inspection results during vetting.
