Japanese capital's maritime services hub.

The maritime-services concentration in Tokyo, Japan, where the major Japanese owners and operators (the merged container line ONE’s shareholders NYK, MOL, and K Line) base their head offices alongside ship finance, marine insurance, and the headquarters of the Japanese shipping associations. Tokyo hosts the Tokyo University of Marine Science and Technology (TUMSAT) and the Tokyo MoU port-state-control secretariat. The capital concentrates Japanese owning, finance, and regulatory functions, with shipbuilding and machinery in the wider Kanto and Hanshin regions.
