PSC regime for the Asia-Pacific.
The Tokyo Memorandum of Understanding on Port State Control, established in 1993, coordinates port state inspections across the Asia-Pacific region, with member authorities from East Asia, Southeast Asia, Australasia, and the Pacific coast of the Americas. Like the Paris MoU it selects ships by a risk profile and concentrated inspection campaigns, detains ships with serious deficiencies against SOLAS, MARPOL, STCW, and MLC, and publishes white, grey, and black flag lists. The two regimes share inspection data, so a deficiency recorded in one region informs targeting in the other.
