Shore-based service for monitoring port and waterway traffic.
A Vessel Traffic Service is a shore-based service, established under SOLAS V/12 and IMO Res.A.857(20), that monitors and manages traffic in a port approach or congested waterway using radar, AIS, VHF, and CCTV. VTS levels range from an information service (broadcasting traffic and conditions) to a traffic-organization service that allocates movements. Participation is often mandatory in the area; the SMCP message markers structure the VHF exchange so a master and operator with no common first language communicate without ambiguity.
