Subsidiary group within a committee or sub-committee tasked with specific items.
A working group is a subsidiary body set up within a committee or sub-committee to develop a specific agenda item in detail during or between sessions. It can be a session working group meeting alongside the parent body, a correspondence group working between sessions by email, or a joint group spanning two committees. The group has no decision-making authority; it drafts text and recommendations that the parent committee or sub-committee then considers and forwards for adoption. The MSC, MEPC, and their sub-committees rely on working groups to handle technical drafting.
