What an ocean freight quote contains

An ocean freight quote is the basic ocean freight a liner carrier charges for a container or a revenue ton, plus the surcharges and local charges it adds, each on its own basis; their sum is the all-in rate. 46 CFR 520.2 calls an added charge “the amount that is added to the basic ocean freight rate”, and a US carrier must publish each one in its tariff.1 The lines fall in three layers: origin charges, ocean freight and destination charges, each billed in the currency the carrier sets for it; Maersk’s Shanghai sample bills origin charges in CNY and the freight in USD.7

What this total means

The quote for 1 container (40 ft) comes to USD 3,867: origin charges CNY 1,622 (USD 243), ocean freight USD 2,769, destination charges USD 855. The basic ocean freight is 59% of the total; the largest line after it is DHC, USD 855.

Under FOB (Free On Board) the seller delivers on board the ship at the port of shipment. Incoterms 2020 puts the costs before that point on the seller and those after it on the buyer, so the seller pays USD 243 and the buyer USD 3,624.

Converted at 1 CNY = 0.1500 USD, the ECB reference rate of 28 October 2026. The invoice uses the carrier's own rate of exchange on its own date.

Adding a quote by hand

All-in ocean freight is the sum of every quote line times its quantity (containers, bills of lading or revenue tons), with the origin, ocean freight and destination subtotals converted to one currency. Write the quote out in three columns: origin, ocean freight, destination. Multiply each per-container line by the boxes, each per-B/L line by the bills of lading, and for LCL each line by the revenue tons, the greater of the metric tons and the cubic meters. Add each column in its own currency, convert two of them to the third and add. Then mark the delivery point of the Incoterms rule: the seller pays the columns before it, the buyer those after.

Your quote line by line

  1. Origin charges: OHC 856 + EXP 316 + ODF 450 = CNY 1,622; at 1 CNY = 0.1500 USD, USD 243.
  2. Ocean freight: BAS 2,300 + BAF 450 + LSS 19 = USD 2,769.
  3. Destination charges: DHC 855 = USD 855.
  4. All in: 243 + 2,769 + 855 = USD 3,867; per container: USD 3,867 ÷ 1 = USD 3,867.
  5. FOB: origin seller, ocean freight buyer, destination buyer; seller USD 243, buyer USD 3,624.

Formula, assumptions, and limits

An all-in ocean freight figure is the sum of every line on the quote, each multiplied by its own basis, with the three layers of the quote converted to one currency before they are added.

Formula

C=∑LxL SLC = \sum_{L} x_L\, S_LSL=∑i∈Lai qiS_L = \sum_{i \in L} a_i\, q_iSf=∑i∈fai qi+c FCAFS_f = \sum_{i \in f} a_i\, q_i + c\, F_{\text{CAF}}qi={NboxBB/Lmax⁡(W,V,M)RTq_i = \begin{cases} N & \text{box} \\ B & \text{B/L} \\ \max(W, V, M) & \text{RT} \end{cases}
  • CC: the all-in cost, in the report currency.
  • LL: the layer, oo origin charges, ff ocean freight, dd destination charges, each billed in its own currency.
  • xLx_L: units of the report currency per unit of the layer’s currency.
  • SLS_L: the layer’s subtotal in its own currency; the ocean freight subtotal SfS_f also carries the CAF.
  • aia_i: the rate on line ii of the quote.
  • qiq_i: the quantity that line is charged on: per box, per B/L or per revenue ton (RT).
  • NN: containers; BB: bills of lading.
  • WW: gross weight in metric tons; VV: volume in cubic meters; MM: the tariff’s minimum charge in revenue tons.
  • cc: the currency adjustment factor as a fraction; FCAFF_{\text{CAF}} the freight it applies to, the basic ocean freight alone or the base and the ocean surcharges together, as the quote states.

The cost per container is C/NC / N, or C/max⁡(W,V,M)C / \max(W, V, M) per revenue ton for LCL.

Derivation

The structure is the one 46 CFR 520 requires of a US carrier’s tariff. Section 520.2 defines an assessorial charge as “the amount that is added to the basic ocean freight rate”, 520.6(e) makes the minimum rate display “the basic ocean freight rate and a list of all assessorial charges and surcharges”, and 520.4(f)(6) requires each rate item to carry its “Rate and rate basis”. The rate-basis codes in Appendix A to Part 520 include Per Container (PC) and Weight/Measure (WM), and a per-B/L fee is a Lump Sum (LS) for each shipment. A shipment is “all of the cargo carried under the terms of a single bill of lading” (520.2), so a fee charged per shipment is charged once per B/L, however many boxes travel on it.

Assumptions

  • Every per-container line applies to every container in the count, and all containers are the same size and type.
  • In LCL, every line except documentation is charged per revenue ton, and documentation once per B/L.
  • CAF is a percentage of the freight the reader chooses: the base alone, or the base plus the ocean surcharges. This is the calculator’s assumption; the quote states which the carrier uses.
  • Exchange rates are the ECB euro reference rates of 28 October 2026 unless the reader types the rate on the invoice. A carrier bills at its own rate of exchange: Maersk’s Q4 2026 emissions notice prints “1 EUR = 1.1502 USD”, where the ECB rate on 28 October 2026 was 1.1133.

Worked example

Maersk’s notice of 14 January 2026 publishes a sample corridor from Shanghai to Los Angeles, valid from 15 January 2026, for one 40 ft dry container (one FEU): terminal handling at origin (OHC) CNY 856, export service CNY 316, origin documentation CNY 450, and basic ocean freight USD 2,300. Maersk’s Q1 2026 notices set the bunker adjustment factor for Far East Asia to the North American West Coast at USD 450 and the low-sulfur surcharge at USD 19 from 1 January 2026, and its destination terminal handling into the United States is USD 855 for a 40 ft dry box from 15 October 2025.

  • Origin: 856 + 316 + 450 = CNY 1,622. At the ECB rates of 28 October 2026 (USD 1.1133 and CNY 7.4217 to the euro), 1 CNY = USD 0.1500, so CNY 1,622 = USD 243.
  • Ocean freight: 2,300 + 450 + 19 = USD 2,769.
  • Destination: USD 855.
  • All in: 243 + 2,769 + 855 = USD 3,867 for the container.

The basic ocean freight is 59% of the bill. Sold FOB Shanghai, the seller pays the USD 243 of origin charges and the buyer the USD 3,624 of freight and destination handling. The sample corridor table lists no BAF or LSS and says its rates “are also subject to other applicable surcharges, including local charges and contingency charges”; the example adds them as separate lines, and a reader whose quote is all-in sets them to 0.

Edge cases and limits

  • No base entered. The total is the surcharges and local charges only. This is the case when Maersk’s published surcharges are added to a base still under negotiation.
  • Emissions line on a non-EU lane. Maersk applies its emissions surcharge only where the load or discharge port country is in the EU or EEA; the calculator flags a figure entered on a lane with neither.
  • China origin. Maersk adds the emissions surcharge to the base freight on bookings from mainland China “for regulatory reasons”, so a separate EMS line on such a quote counts it twice.
  • Contingent charges. Demurrage, detention, storage and inland haulage are outside the quote total; 46 CFR 541.3 defines demurrage and detention as “not including freight charges”. The container detention calculator prices them from the dates.
  • Duties and insurance belong to the landed cost, not the freight.

Regulatory basis

In the United States, 46 CFR 520 governs how a carrier publishes the rates and surcharges on a quote, 520.8 when a change may take effect and 520.7(c) which date’s rates apply; 46 CFR 530 governs service contracts. In the EU, Directive 2003/87/EC as amended by Directive (EU) 2023/959 brings shipping into the EU ETS, and Regulation (EU) 2023/1805, FuelEU Maritime, applies from 1 January 2025; both are the cost behind the emissions line. Incoterms 2020, ICC publication 723E, allocates the costs between seller and buyer.

Common errors

  1. Surcharges added to an index or all-in rate. Drewry’s World Container Index is “total ocean freight including bunker adjustment factor and all other applicable surcharges”; adding BAF or an emissions line to it counts them twice.
  2. A per-B/L fee multiplied by the containers. Documentation is charged per shipment, and a shipment is one bill of lading under 46 CFR 520.2.
  3. The smaller of weight and volume for LCL. The revenue ton is whichever gives the higher charge, the Port of Los Angeles definition.
  4. Rates read on the quote date. For a US shipment the rates “in effect on the date the cargo is received by the common carrier” apply, 46 CFR 520.7(c); Maersk sets its price calculation date for FMC trades at the last container gate-in.
  5. Markup on pass-through charges. An NVOCC passing on a carrier’s surcharges or terminal charges “must not mark them up above cost”, 46 CFR 520.7(a)(3)(iv) and (h).

Surcharge codes on a liner quote

A liner quote lists each charge under a short code. The table gives the codes this calculator takes, the basis each is charged on, and what set Maersk’s 2026 figures.

CodeLineBasisWhat sets it
BASBasic ocean freightper container or per revenue tonThe tariff rate or the service contract
BAFBunker adjustment factorper container, by tradeMaersk Q1 2026: Platts VLSFO average USD 461.54 per metric ton over 26 August to 25 November 2025

CAFCurrency adjustment factorpercentage of the freightThe quote
OHC, DHCTerminal handling, origin and destinationper containerThe carrier’s local tariff at each port
ODF, DDFDocumentationper bill of ladingThe carrier’s local tariff

Maersk charges ESS on spot bookings and contracts of up to 31 days and EMS on longer ones, and does not pass on UK ETS costs, which it assessed as minimal. On LCL it charges the emissions surcharge per W/M, USD 4 from the Far East to North Europe from 1 October 2026, “payable by the payer of Ocean Freight”.

US tariff rules for surcharges

A US carrier must “State separately each terminal or other charge” in its tariff (46 CFR 520.4(a)(4)), and the tariff must be open to “any person without time, quantity, or other limitations” (520.9(c)). An increase in any rate or charge “may become effective” no earlier than 30 calendar days after publication, while a decrease takes effect on publication (520.8(a)). Charges the carrier only collects for someone else, such as some terminal services and canal tolls, take effect on publication but may not be marked up (520.8(b)(4)). The Federal Maritime Commission restated the 30-day rule for the Red Sea surcharges of January 2024, pointing carriers that need a shorter period to Special Permission under 520.14(c). A service contract is different: it takes effect on its stated date once all parties have signed it (46 CFR 530.3(i)) and is filed within 30 days after that date (530.8(a)(1)).

EU ETS and FuelEU surcharges

An emissions surcharge (Maersk’s EMS or ESS) passes on to the shipper the cost of the EU allowances a carrier surrenders under the EU ETS and of FuelEU Maritime compliance, on voyages to, from or within the EU and EEA. For emissions from 2024, a shipping company must surrender EU allowances for its ships' emissions: 50% of emissions on a voyage between an EU port and a port outside the EU, and 100% within the EU and at berth (Article 3ga of Directive 2003/87/EC). The share phases in: 40% of verified 2024 emissions, 70% of 2025 and 100% from 2026 (Article 3gb), surrendered by 30 September of the following year. Article 3gc entitles the shipping company to reimbursement where another entity has contractually taken on the purchase of the fuel or the operation of the ship. FuelEU Maritime adds a limit on the greenhouse gas intensity of the energy used on board, 2% below 91.16 gCO2e/MJ from 2025 and 6% below from 2030, with a penalty of EUR 2,400 per metric ton of VLSFO-equivalent energy in deficit. Maersk explained the rise in its Q1 2026 emissions surcharge by the move from 70% to 100% coverage.

Who pays each layer under Incoterms 2020

The ICC’s introduction to Incoterms 2020 states the principle “in broad terms”: A9 “allocates costs before the point of delivery to the seller and costs after that point to the buyer”. The table applies it to the three layers of a quote.

RuleSeller deliversOriginOcean freightDestination
EXWAt the seller’s premisesBuyerBuyerBuyer
FCATo the buyer’s carrier at the named placeSplit at the named placeBuyerBuyer
FASAlongside the ship at the port of shipmentSplit at the named placeBuyerBuyer
FOBOn board at the port of shipmentSellerBuyerBuyer
CFR, CIFOn board; the seller pays carriage to the port of destinationSellerSellerSet by the contract of carriage
CPT, CIPTo the first carrier; the seller pays carriage to the named placeSellerSellerSet by the contract of carriage
DAPAt the named place, ready for unloadingSellerSellerSplit at the named place
DPUUnloaded at the named placeSellerSellerSeller
DDPAt the named place, cleared for importSellerSellerSeller

Under the C-rules the seller contracts the carriage, so whether the destination terminal handling is the seller’s depends on what that contract covers. Under DAP the seller does not unload and under DPU it does, the distinction the ICC draws between the two rules.

Where to find each input

  • Base rate and surcharges: the quote’s freight section, or the carrier’s published tariff; in the US every surcharge is in the tariff under 46 CFR 520.4.
  • Origin and destination charges: the local charges section of the quote, or the carrier’s terminal handling notice for the port, such as Maersk’s for Korea (KRW 220,000 for a 40 ft dry box from 1 October 2026) or the Netherlands (EUR 285 for all dry containers from the same date).
  • Containers and bills of lading: the booking. For LCL, the gross weight and the volume in cubic meters (CBM) from the packing list; the FCL vs LCL calculator shows the volume at which a full box costs less, and the pallets per container calculator settles how many boxes a palletized load takes.
  • Exchange rate: the rate printed on the carrier’s invoice; the ECB reference rate is a check, not the billed figure.
  • Incoterms rule: the sales contract or the commercial invoice.

Frequently Asked Questions (FAQs)

How do you calculate ocean freight cost?

Multiply each line of the carrier's quote by its basis and add them: per-container lines by the number of containers, per-bill-of-lading lines by the bills, LCL lines by the revenue tons, and a currency adjustment factor as a percentage of the base. Convert the origin, freight and destination layers to one currency and add. Maersk's Shanghai to Los Angeles sample of 15 January 2026 for one 40 ft dry container, with Maersk's Q1 2026 BAF and LSS and its US destination handling added, comes to USD 3,867 at the ECB rate of 28 October 2026.

What surcharges are added to ocean freight?

The common ones are the bunker adjustment factor (BAF) for fuel, the low-sulfur surcharge (LSS) inside emission control areas, a peak season surcharge (PSS), an emissions surcharge on EU and EEA trades for the EU ETS and FuelEU Maritime, a currency adjustment factor (CAF), and terminal handling and documentation fees at each end. In the US, 46 CFR 520.4 requires a carrier to state each one separately in its tariff.

What is the EU ETS surcharge on a freight quote?

It passes on the cost of the EU emission allowances a carrier must surrender for the voyage under Directive 2003/87/EC as amended by Directive (EU) 2023/959: 50% of emissions on voyages between an EU and a non-EU port, 100% within the EU, phased in at 40% for 2024, 70% for 2025 and 100% from 2026. Maersk's Q4 2026 emissions surcharge, which also covers FuelEU Maritime, is USD 170 per 40 ft dry container from the Far East to North Europe.

Who pays terminal handling charges under FOB and CIF?

Under FOB the seller pays origin terminal handling and the buyer pays destination handling, because the seller delivers on board at the port of shipment. Under CIF and CFR the seller also pays the carriage to the port of destination, and whether destination terminal handling is the seller's turns on what the seller's contract of carriage covers. Incoterms 2020 puts costs before the delivery point on the seller and after it on the buyer.

How is LCL freight calculated?

On revenue tons: the greater of the gross weight in metric tons and the volume in cubic meters, so 2.4 t occupying 3.1 m³ is charged as 3.1 revenue tons. This is the W/M (weight or measure) basis. The Port of Los Angeles defines it as whichever produces the highest revenue, 1 revenue ton being 1 metric ton or 1 cubic meter. A tariff may set a minimum charge, and documentation fees are charged per bill of lading.

How much notice must a carrier give before raising a surcharge in the US?

Thirty calendar days. Under 46 CFR 520.8(a)(1) a new or changed rate or charge that increases a shipper's cost, a surcharge or a general rate increase (GRI) alike, cannot take effect earlier than 30 days after it is published in the tariff; a decrease can take effect on publication. A service contract or amendment takes effect on its stated date once all parties have signed it, under 46 CFR 530.3(i).

What is an all-in ocean freight rate, and is THC included?

An all-in rate is one figure that bundles the basic ocean freight with the surcharges the carrier names. Terminal handling is inside it only where the quote says so; a port-to-port quote lists origin and destination handling as separate lines. Customs, duties and inland haulage are outside it. Ask which lines the all-in figure covers before comparing it with an itemized quote, or BAF and THC get counted twice.

Does an index rate such as the Drewry WCI include surcharges?

Yes. Drewry's methodology defines the World Container Index as total ocean freight including the bunker adjustment factor and all other applicable surcharges, with terminal handling where market practice includes it. Adding BAF or an emissions surcharge on top of an index rate counts them twice.

Regulatory basis

US carriers publish rates and surcharges under 46 CFR 520, and increases wait 30 days from publication; service contracts fall under 46 CFR 530.1,2,3 EU emissions surcharges pass on the EU ETS, extended to shipping by Directive (EU) 2023/959, and FuelEU Maritime, which applies from 1 January 2025 (Article 32).4,5 Incoterms 2020 allocates the costs between seller and buyer.6

What the quote total leaves out

  • Contingent charges. Demurrage, detention and storage are “not including freight charges” under 46 CFR 541.3 and are priced from the dates by the container detention calculator, not added here.18
  • Inland haulage, customs clearance, duties and cargo insurance belong to the landed cost; the quote total stops at the destination terminal.
  • One container type per calculation. A booking with 20 ft and 40 ft boxes needs one calculation per size.
  • The Incoterms split follows the delivery point only. Where it falls inside a layer (FCA, FAS, DAP) or a C-rule leaves destination charges to the contract of carriage, the calculator says so and does not guess.6
  • The figures are the published ones on the dates given, not a quote for the reader’s cargo; Maersk’s notices state that US quotations varying from its tariff bind only in a filed service contract.7
  • Exchange rates are the ECB reference rates of 28 October 2026; the invoice uses the carrier’s own rate, which for Maersk’s Q4 2026 emissions surcharge was 1 EUR = 1.1502 USD.11,15

How to use this calculator

  1. Pick FCL for full containers and enter the number of containers and bills of lading, or LCL and enter the gross weight in metric tons, the volume in cubic meters (CBM) and any minimum charge in the tariff.
  2. Pick the currency of each layer as the quote bills it: origin charges, ocean freight and destination charges, and the currency to total in.
  3. Enter each line of the quote: terminal handling, export service and documentation at origin; the basic ocean freight and each surcharge (BAF, LSS, peak season, emissions, CAF as a percentage); terminal handling and documentation at destination. Leave a line at 0 when the quote does not itemize it.
  4. Pick the Incoterms 2020 rule in the sales contract, and whether the load or discharge port is in the EU or EEA.
  5. Read the all-in total, the cost per container or revenue ton, each layer in its own currency, and what the seller and the buyer pay. Type the exchange rate on the invoice over the ECB rate if it differs.

Calculators used with this one

After the box lands, the container detention calculator prices the days it stays out beyond free time, a charge outside the freight quote.

The sea distance calculator gives the port to port distance and passage time on the same lane.

Duties, insurance and inland haulage come after the freight: the landed cost calculator adds them to the quote total.

The EU ETS calculator works out the allowances behind an emissions surcharge from a voyage’s emissions.
