Definition

Formal act by which an IMO body settles the final text of an instrument or amendment.

Adoption is the formal act by which an IMO body settles the final text of a convention, protocol, code, or amendment. A new convention is adopted at a diplomatic conference; an amendment is adopted by the relevant committee, often by a two-thirds majority of parties present and voting. Adoption fixes the text but does not make it binding; that requires entry into force.
