Baltic Sea ECA

A3. Marine environmental legislation: MARPOL and its annexes

Definition

SOx-ECA and NOx-ECA under MARPOL Annex VI.

The Baltic Sea is an emission control area for both SOx and NOx under MARPOL Annex VI. The SOx ECA (0.10% m/m fuel sulphur) has applied since the area’s designation under Annex VI Regulation 14, with the 0.10% limit in force from 1 January 2015. The Baltic Sea NOx ECA, designated by MEPC.286(71), applies Tier III limits under Regulation 13 to ships with a keel-laying date on or after 1 January 2021. The Baltic is also the only Annex IV special area for sewage and an Annex I and V special area, making it the most heavily regulated sea area under MARPOL.
