PSC regime for Caribbean states.
The Caribbean MoU is the regional port State control agreement for the wider Caribbean, established in 1996 to harmonize inspection of foreign ships calling at member ports. It is one of nine IMO-recognized regional PSC MoUs and coordinates targeting, inspection, and detention practice among Caribbean maritime administrations to remove substandard ships from regional trades. Member states share inspection results so that a deficiency or detention in one port informs targeting across the region. The Caribbean MoU operates alongside the United States Coast Guard PSC regime, which inspects ships in US Caribbean ports under its own authority.
