D&D stands for demurrage and detention, the two time-based charges a carrier levies when containers are held beyond their free time. Demurrage accrues on a full container that overstays its free days inside the marine terminal, charging the cargo interest for occupying terminal space. Detention accrues on the container equipment used off-terminal, the period a shipper or consignee keeps the box at its own premises beyond free time before returning it. The US Federal Maritime Commission’s 2024 final rule under the Ocean Shipping Reform Act of 2022 sets who may be billed, requires invoices within 30 days of the last charge, and lists the data each invoice must carry.
