2014 (revised 2023) framework for EU action.

The EU Maritime Security Strategy is the European Union’s framework for protecting its maritime interests against threats such as piracy, terrorism, trafficking, and hybrid attacks on subsea infrastructure. The Council first adopted it on 24 June 2014 with a rolling Action Plan, and adopted a revised strategy on 24 October 2023 to address competition over sea routes, critical-infrastructure protection, and the Indo-Pacific. It coordinates EU naval operations (EUNAVFOR Atalanta off Somalia, Aspides in the Red Sea from 2024) and member-state assets rather than creating a standing force.
