Flag State Implementation was the subject of the FSI Sub-Committee, which addressed how flag states discharge their duties to survey, certify, and control ships flying their flag, alongside port-state control coordination and casualty statistics. Under the 2013 sub-committee reform, FSI was succeeded by the Sub-Committee on Implementation of IMO Instruments (III), which first met in 2014. III now oversees implementation issues, casualty analysis, and the III Code that serves as the IMSAS audit standard. Flag-state implementation remains a core IMO concern given that flag states are the primary enforcers of IMO conventions.
