A shore-based crewing manager who handles recruitment, assignment, and rotation of seafarers across a shipowner’s or manager’s fleet. The role enforces STCW certification and medical-fitness checks, verifies flag-state documentation, applies the Maritime Labour Convention 2006 requirements for seafarer employment agreements and repatriation, and schedules joiners and relievers against crew matrices and budget. The fleet personnel officer works with manning agencies, tracks certificate expiries, and manages payroll and contract terms. The function sits inside the personnel or marine HR department of the shipping company.
