The International Tribunal for the Law of the Sea, seated in Hamburg, is the standing court created by UNCLOS Annex VI to settle disputes under the Convention. Its 21 judges hear contentious cases, the prompt-release applications of Article 292, and requests for provisional measures, and its Seabed Disputes Chamber has exclusive jurisdiction over Area disputes. ITLOS is one of four fora a state may choose under Article 287; its prompt-release jurisprudence (Saiga, Camouco, Volga) developed the reasonable-bond standard.
