JPI Oceans, the Joint Programming Initiative Healthy and Productive Seas and Oceans, is an intergovernmental platform that aligns national marine and maritime research investment across European states to tackle shared challenges more efficiently than fragmented programs. Launched in 2011 under the EU Joint Programming process, its member and observer countries pool funding for joint calls on themes including microplastics and marine litter, deep-sea mining ecological effects, underwater noise, ocean observation, and climate impacts. It coordinates rather than funds directly, steering existing national budgets toward agreed strategic priorities and reducing duplication. JPI Oceans links the science to EU marine policy, including the Marine Strategy Framework Directive.
