International Code of Signals letter L, meaning "You should stop your vessel instantly."

A yellow-and-black checkered flag of four squares, Lima is letter L of the International Code of Signals. Flown singly underway it means “You should stop your vessel instantly” and orders an immediate stop; in harbor, displayed by an arriving ship, it traditionally signaled that the vessel was under quarantine. The bold checker pattern reads clearly across an anchorage or fairway, which suits its imperative meaning.
