Regional Memorandums of Understanding on Port State Control (Paris, Tokyo, Vina del Mar, Caribbean, Mediterranean, Indian Ocean, Abuja, Black Sea, Riyadh).
A Memorandum of Understanding on Port State Control is a regional agreement among maritime authorities to coordinate inspections, share data, and apply common targeting and detention criteria. Nine regimes cover the world’s coasts: Paris (1982), Tokyo, Vina del Mar, the Caribbean, the Mediterranean, the Indian Ocean, Abuja, the Black Sea, and Riyadh, with the US Coast Guard running its own program. The MoUs are administrative arrangements, not treaties; their force comes from the underlying conventions whose standards they enforce.
