Northwest Pacific Action Plan under UNEP.
NOWPAP is the Northwest Pacific Action Plan, the UNEP Regional Seas programme for the marine and coastal environment of the Northwest Pacific. It was adopted in September 1994 by China, Japan, the Republic of Korea, and the Russian Federation as the Action Plan for the Protection, Management and Development of the Marine and Coastal Environment of the Northwest Pacific Region. NOWPAP coordinates pollution monitoring, marine litter management, oil and chemical spill preparedness, and ecosystem assessment through regional activity centres. Unlike older regional seas programmes, it operates as an action plan without a single overarching binding convention.
