OFAC Advisory on Sanctions Risks for the Maritime Industry (2020)

OFAC’s Sanctions Advisory for the Maritime Industry, Energy and Metals Sectors, and Related Communities, issued 14 May 2020 jointly with the US Department of State and the US Coast Guard. It cataloged deceptive shipping practices used to evade sanctions on Iran, Syria, and the DPRK (AIS disabling and manipulation, falsified cargo documents, ship-to-ship transfers, complex ownership, voyage irregularities) and set due-diligence recommendations: continuous AIS monitoring, ownership research, sanctions clauses in contracts, and counterparty and vessel screening.
