Persistent Identity (Vessel)
E1. Maritime security, geopolitics and riskDefinition
Combined IMO, MMSI, call sign, name identity set.
The set of stable identifiers that fixes a ship’s identity across renaming and reflagging, anchored on the seven-digit IMO ship identification number, which is assigned for the hull’s life under IMO Resolution A.1117(30). The MMSI, call sign, and name can all change, but the IMO number cannot. Sanctions screening and KYV anchor on it to detect a vessel masking its history; OFAC’s 2020 advisory warns that identity tampering (false MMSI or name) is a deception practice to watch.
