Influential restatement of law of naval warfare.
The San Remo Manual on International Law Applicable to Armed Conflicts at Sea is a non-binding restatement of the law of naval warfare, adopted in June 1994 by a group of legal and naval experts convened by the International Institute of Humanitarian Law at San Remo, Italy. It updates the older Hague and London prize and blockade rules to UNCLOS-era geography and modern weapons, covering blockade, contraband, visit and search, the treatment of neutral shipping, exclusion zones, and protected vessels. It carries no treaty force but is widely cited by states and courts as evidence of customary international law at sea.
