SCOR, the Scientific Committee on Oceanic Research, is the non-governmental body that coordinates international ocean-science research planning, founded in 1957 under the International Council for Science (now the International Science Council). It works through scientific working groups of invited experts that tackle defined problems, and it launched or co-sponsored major programs including JGOFS, GEOTRACES, IMBeR, SOLAS, and the carbon-system best-practice efforts. SCOR sets methodological standards, such as the reference seawater work behind TEOS-10, and brings national committees together to design large-scale field programs. It complements the intergovernmental coordination of IOC-UNESCO by organizing the research community itself.
